Factors Contributing to Delay of Interim Payment in Civil Engineering Projects

Delay of interim payment remains a chronic problem in the Malaysian construction industry and has relatively increased number recent years. Other than causing conflict among contracting parties, impacts it brings could shatter entire delivery chain. Thus, unfavorable contractual behavior client is matter great concern that should be addressed by all parties involved to ensure satisfactory project performance. However, research revealed factor not solely because client's faults but also caused other factors. Therefore, purpose this determine factors lead occurrence delay government-initiated civil engineering projects Malaysia. The perceptions engineer consultants contractors were compared relation list derived from literature review. data collected through an industry-wide questionnaire survey 288 respondents. This developed 22 items might influence based on four domains, namely characteristics, quality Standard Form Contract (SFoC), external participants local attitude. results found very high frequency. Correlation analysis performed three major are positively correlated, scope design changes, ground uncertainty under characteristics domain, bureaucracy government agencies attitude domain. These can help better understand relationship between groups encourage them find solutions or implement mitigating actions improve outcomes project.
